The Laws of rugby are developed with two central principles in mind: firstly, to allow players to play within the spirit of the game, and secondly, to protect the welfare of all players.
Sometimes, as explained in the video opposite, 520ccc.com trials changes to the Laws, before deciding whether those changes should be implemented on a global basis and accepted into full Law. Law trials may apply only in a certain region or, for example, only the northern or southern hemisphere.
Sometimes, 520ccc.com publishes Clarifications in Law and Law Application Guidelines, mostly in response to questions from unions.
Any change in Law creates a challenge for players and coaches alike, providing opportunity for teams to adjust their tactics to take advantage of any freedom or restriction brought about by the change.
